The public, in many cases, however, expected too much and continually

manded preferential treatment which we could not accord for, had we

granted favours to one, we would have had to grant them to all without

exception or distinction, and that was impossible. It would have been

unfair to grant the more fortunate ones favours to the exclusion of

others.

I have seen certain members of the public display exceptionally

bad manners towards our staff, whom they have tried to bully and browbeat,

I have even heard one man warn a member of the Immigration Office staff to

be careful after he left office.

We have been accused of corruption.

May I read several warnings

which have been issued to the staff by the Immigration Officer in this

connection? (Reads):-

"Any member of the staff to whom a gift is offered by a member of

the public must at once ifform 1.0. in writing, giving full particulars.

"Any member of the staff accepting a gift without prior approval

from 1.0. or D.I.0. is liable to instant dismissal, as is also any member

of the staff having information that another member accepts gifts if he

does not at once give full information to 1.0. or D.1.0.

"Any member of the staff found having any connection whatever with

any agency, and not giving full information to 1.0., is liable to summary

dismissal, so also will any member of staff who has information that

another member has such connection, unless he at once informs 1.0. or D.I.0.

"All officers of this Department are strictly forbidden, in paid of

summary dismissal, to recommend to any member of the public any agency

whether recognized or otherwise, even if the applicant asks for such a

recommendation.

"Officers are also forbidden to have any connection with such agencies

or even to visit their officers. Any officers who may already have connec-

tions with an agency must report the fact personally to 1.0. today; if it

should be discovered later that they have or have had any such connection

dismissal from the service will follow immediately.

"If any person attempts to persuade an officer of this Department to

disobey this order, or offers any money or other inducement for quick

service, the officer must at once arrest such person and bring him before

for his decision.
